2025-2030 Climate Action Plan Draft-Committee and Department Review
The City and County of Honolulu 2025-2030 Climate Action Plan is now available for review and comments. This plan outlines a shared strategy to reduce greenhouse gas emissions and to create a more just, resilient and sustainable Oʻahu for future generations. The 2025-2030 CAP builds upon and integrates a wide range of existing City plans, including the Oʻahu Resilience Strategy, the General Plan, district-level Development Plans and Sustainable Communities Plans, the 2023 Priority Climate Action Plan (PCAP), and sector-specific initiatives in transportation, waste, community energy solutions, sustainable communities, and food systems. This plan also reflects lessons from community engagement, workforce development, and implementation experiences. More importantly, it represents a continued commitment to walk forward in partnership with the people of Oʻahu. While grounded in science and policy, this plan is shaped by values that echo through the moʻōlelo and carry forward through every section that follows.
